While adapting some of the conformance tests for use with cardano-node-tests I noticed that there were some duplicates for writeBIts. This removes the duplication and adds some tests to cover cases that we weren't looking at before. I renumbered some of the files but GitHub shows these as having had their contents changed, so this looks worse than it really is.
