Feature request: Politely ask for volunteers to brew coffee #11

Requested by Rachel Bell. When the coffee hits a certain threshold of cups or is beyond a certain age an e-mail should be sent to the coffee-notify mailing list asking if someone would kindly brew a fresh pot.
