Crewless NPC ships flying around, mining, doing stuff that should need a crew #238

Description

Mining in an asteroid field, I notice a Newship is mining a deposit. I take a look onboard, and she's got no crew! This is unfair. I can see how you could leave an unmanned ship scooping gas or whatever, but if she's going to fly around and compete with you for in-game resources, surely she needs a crew to do it - otherwise what is the crew even for?

Is it something that used to work before?

No - ships were rubber-banded before, now they're more fully simulated and viewable

Expected behavior

A ship with no live crew should be dead in the water.

Actual behavior

Crewless ships can be seen mining.

Unless the crew member is on the Hab deck? Do they disappear up there from time to time?
