Weapon Control Centre always consumes power even when weapons power is disabled and they show no power icon. #257

Description

Weapons control centre always consumes power. If you go to power grid and power off the weapons they show the flashing no power icon but still consume power.

Is it something that used to work before?

no idea

Expected behavior

It should not consume any power when weapons are powered off.

Actual behavior

It consumes power no matter the setting.

Repro steps

Add a weapons control centre to a ship. Connect it to power. Go to powergrid and power off the weapons. Weapons will still show power being consumed by the control centre. If you remove the weapons control centre then go back to the powergrid you'll see the power usage is gone.

This looks to be fixed with Alpha 9 as the weapons consoles were getting assigned to science category from the release notes. I'm not seeing this issue anymore.
