Here is a library used for syncing between two Wikibase instances: https://github.com/the-qa-company/WikibaseSync .

It is in use and developed by the EU Knowledge Graph.

A promising option to do this seems to be the upcoming Wikibase cloud, here announced for "around January" 2022.
