This doesn't seem like it's only a 1.7 issue, you're also using a spigot fork I've never heard of before.
Since 1.7 isn't supported by spigot anymore, and we're already 3 versions ahead (1.10), I'm not going to add any more support for 1.7 versions, sorry.
You can try one of the really old NickNamer versions, which should still be compatible with 1.7 (Probably 2.x).
