Initial tests cover:

comptroller
admin
time escrow
minting and redeeming of xinv
delegation by signature
number of checkpoints for blocks and delegates
getting prior votes Deployment for XINV has also been added, i.e. 28_xINV.js. hardhat config modified to add inv under named accounts. This commit is also done before rebasing on top of xinv branch (after some issues were fixed) Note: hardhat v2.2.0 used for calls regarding evm time manipulation. Doesn't work with repo hardhat version.
