This PR is part of ticket #84. The rest of ticket #84 can be completed once these PRs merge:

[x] #82

This PR:

adds an IrisConf trait
implements that trait for the existing configurations
adds some assertions for constraints on configurations

It also has some cleanups:

makes the existing iris constants aliases of the IrisBits impl of IrisConf
moves the existing configurations to their own module
cleans up some module imports

It might have some conflicts with other PRs, but hopefully only in module imports.

I think the yashe config changes will conflict with #82, so let’s merge that PR first.
