Per-forum opt out #67

Allow channels to be opted out of being indexed by having some special text in the channel description like <dforum:optout> or something.

should be noted that yes, people do use forums in place of what you'd expect channels for, not just help and support. it's a nice to have anyways and it's free to implement so yeah sure
