Create draft notebook authoring recommendations

This PR adds an early draft of notebook authoring recommendations we have been working on. Edit: It is in draft form because I need to add at least one more file. It is no longer a draft.

While this will be the first public draft and I am super excited to share, know further organization and polish will be added in future PRs.

I also want to note that @Jenneh did a ton of work to help us get to this draft as well! Hoping to include some future commits from her.

Update: The checklist has been added! Here's what I think it still needs

• [ ] Links need to be added. Everywhere. @isabela-pf
• [x] General copy editing. I think checks for consistent language and punctuation are most needed. @isabela-pf will do this, but anyone who feels inspired may also report issues.
• [ ] ## Related Resources needs to be filled out. @isabela-pf
• [x] Review and add content to the ### Sonifications section. @Jenneh I think you are most qualified for this. If it's easier to report what you find missing and have me write it out, that's totally fine.

Optional but desired:

• [ ] Add a Source link to all of the recommendations to show where they came from. Most of these will be links to the user test result documents, but some may have additional sources. This may not be timeline feasible for the first draft.

I think I caught all the comments left here in #43, so I'll be closing this PR in favor of that one. This will still exist of course, so I will try and pull in anything else that happens to end up here.

Thanks, I love your precision here. Just saw the edit to the top about the draft status, that seems unusually attentive to me. I think this will be a valuable resource.
