Structual changes to the accessibility checklist

i think the content of this document is great, but it has some cognitive inaccessibilities that i wanted to address. in this version:

• we use details to section the table of contents and document information
• documents will have cells, text, and likely code. as a result we use details to minimize, the other checklists in case users have them in their document.

• what is the best way to link recommendations with wcag or act standards?
