Improvements based on feedback from TechSupport and users.

The main goal of this release is to make memcached stick less, and to process imports better. Hopefully this will help WooCommerce.

Fixes:

• Sanity check on debugger to be faster
• LINTer fixes
• Attempting to detect if Memcached type caches are stuck following DB updates, and flush cache if possible
• Better catch for wp-cli timeouts.

New Feature:

• If a WordPress importer is running, the caching will pause AND empty at the end.
