Create the Tools page and the Metronome tool #185

Create new page named "tools" and inside it a page names "metronome".

In the "tools" page there will be a link to the "metronome" page.

In the "metronome" page there will be a UI for a metronome the the following features:

  1. Choose tempo.
  2. Choose meter.
  3. Choose strong beat.
  4. Play/Stop button.
