Add chapter filter as an additional column to participants page #4570

Since we're storing the chapter on the participants profile, we should have chapter as a filter and additional column on the participants admin page - /admin/participants#/ - so admins can see a list of everyone in the chapter.

Eventually we'll use this info to display the number of students, mentors, etc on the chapters page - #4505
