Add "viewing community connections" as a requirement for chapter ambassadors to be able to access chapter admin activity.

This is also on Preview, but please hold off on testing until I get #4779 and #4791 completed.

This is on Preview and can be tested as a part of #4689.

Confirmed on Preview that I cannot access the chapter admin activity page until I viewed the community connections page.
