Anybody associated with a chapter appears on chapter admin activity page

When any user (student, mentor, ChA) is associated with a chapter, their participant info appears in the participant datagrid for that chapter and is displayed on the chapter admin activity pages.

This applies to when an admin or a ChA manually assigns someone to a chapter or when the participant selects the chapter.

A couple of notes on this one:

• I removed all of the judge filters and columns (since the participants datagrid will only show students, mentors, and ChAs now); only admins will be able to see/use them now
• The seasons filter won't work as expected, I created #5078 for that

This one is now on Preview. ChAs should now only be able to see participants in their chapter.

Tested on preview and confirmed:

• When a student selects the chapter, they appear on the participant list for that chapter
• The student does not appear on the participant list for other chapters in the country
• The student does not appear on the participant list for chapters in other countries
• When a mentor selects the chapter, they appear on the participant list for that chapter
• The mentor does not appear on the participant list for other chapters in the country
• The mentor does not appear on the participant list for chapters in other countries
• As an admin, I manually assigned a student and a mentor to a chapter. They then appeared on the participants list for that chapter.

Confirming that mentors and students who select a chapter are appearing on that chapter's participants page on QA.
