Distinguish between "I'm not sure" and "no chapters found" options on chapter selection flow #5091

Right now participants who select "I'm not sure" or ones who get the "no chapter found" page, both end up in the same unaffiliated bucket. Separate the "no chapter found" participants out, create a way to to distinguish between the two.

End goal is that admins can view lists of people with "no chapter selected" and "no chapter available."
