Since we have most chapters onboarded already, we'll need to make sure that adding this does not move those chapters back to a status of not fully onboarded. Most of the chapters should have locations already when we migrated existing ChAs to the chapter. If the chapter doesn't have a location, the rake task created as part of #5108 should add the location.
