Just documenting that our Heroku deployment issue has been fixed.

The airbrake:deploy step was failing, so I removed it for now.

For reference/FYI, our deploy steps related to the release phase (which airbrake:deploy is a part of) are defined in the Heroku ENV setting DEPLOY_TASKS - this is used by an outdated (seven years ago deprecated) plugin. #4593 was created to update this to use Heroku's builtin release phase tasks.
