Need to update content on Get Started Page with correct information

Updated registration deadline to "Registration opens on October 4" Updated RA role to include form (https://docs.google.com/forms/d/1Dt8Lk9p9iB8zECMTV-uVsyrGKHOZ-noNQtNPIDVNOUQ/viewform) instead of "info@" email address

Updates to make: -update timeline (need to confirm with team that all dates in master calendar are correct/final)

remove hover reveal on header image content
update role widget: remove volunteer add Judges (need to talk to team about action item/resources --create a list for those interested in judging?)
Possibly: Remove SDGs? (need to talk to team about inclusion for 2018)
Remove links to rubric and award structure (until we have updated 2018 versions)

Program rules don't exist in linkable form, so updated webpage to have an "eligibility" section. Rubric is on page, award structure can be added when it's ready.
