DOCUMENTATION: Localize README.md #15

Change the README.md documentation in this repo so they reference https://irma-api.herokuapp.com and Florida information, Not Texas Harvey related information.

I'll take this. @ErnieAtLYD can you point me to a list of local example clients we can reference, instead of the Houston ones currently listed?
