Upgrade all dependencies #50

This tries to upgrade and modernize all the dependencies of the project, many of which are defunct and replaced by new libraries or have gone through multiple major version bumps.

Current state:

yarn tsc -b succeeds
yarn oclif manifest doesn't detect any of the commands
yarn test errors because mocha + istanbul + typescript/ts-node isn't working. Tried a lot of things to fix this but nothing worked.

Closing in favor of putting the effort into https://github.com/IronCoreLabs/ironhide-rs (not public yet, but will be) now that #51 covered getting it on newer node. I'll leave the branch up in case we do need to come back and update this stuff at some point, or someone wants to use it as a base for their own PR.
