CW ID on 20m seems weak compared to the 1st long dash. #15

Power meter on rigs shows the CW at about 75% power for the CW ID, then jumps to full power for the dash. Seems to be correct power levels for the other bands.

First observed by Peter.

Power is actually at 50% of full scale, or 50 watts, according to power meter. WTF
