Server/client not sending or receiving queststagedata when it is issued second time during a client session #152

There are a few repeatable quests (most notably the Chaos Knights) and it seems that the queststagedata is being sent to the client the first time during a player's session, but the next time during that session that they receive the same quest it will not send it to them. They must relog to see the updated quest log as well. They HAVE the quest but are not seeing the update in quest log or sent to chat.

I'm not sure if it's on cancelled quests only, completed quests only, or both.
