Lower Demon Spire cooldown on test #743

Need to compile list of possible demon spire spawn coordinates. Altar cool down is 1 hour, please make it instant for testing

@GMRuizerion - if you want to add 100 or so locations for the spire here, x,y,map I will use them when I fix this
