Decrease the recharge time for resources (short term fix) until we can revisit the resource system #779

Working on a more thoughtful response but for now I think the answer is just to shrink the recharge time by a lot. I would move it from 3+ hours to less than 30 min.

It would be pretty painful to try to lvl up digging from 0 without being able to mine the same mountain area for several hours.

I think the current recharge time would just dissuade people from doing mining and I’m not sure that accomplishes anything.

Changed this to be just over 30 minutes to refresh resources
