Implement: Unused Scrolls #892

These scrolls are partially configured in editor (have a type and art but are not used in game)

Needing Implementation

[ ] Scroll 1 -> (UNUSED -> Good for a quest reward turn in)
[ ] Scroll 2 -> (UNUSED -> Good for a quest reward treasure map/encounter location quest)
[ ] Scroll 3 -> (UNUSED -> ???)
[ ] Scroll 12 (UNUSED -> new Arkana type)

Checklist of Tasks

[ ] All Scrolls added to Mage Shop (buy/sell, buy for the damage type ones)
[ ] All Scrolls have usecode implemented
[ ] Added to Generic Treasure Table
[ ] Added to Specific NPC types
