I dont know how to explain it, but the F2 is offered up to be the main action bar, where as F1 is a shelf.
Had to take a picture of what it looks like when your just start a new character.
I used F2 hotbar because it looks like it was setup ready for me, but it should be using F1 right? so i imagine that the hotbars have their hotkeys swapped, seems weird to be using F2 instead of F1 for some reason.
