Adjustments to Item Degredation

Some people complaining about it losing points too quickly. Even though its 50% if you lose a point or two from 100 it lowers the effectiveness a little bit.

Possible solutions/changes (and bugs/things to confirm)

• [x] Make a cliff (at 50% health) it starts dropping as example: squeeze the 50% range into the last 50% of health
• [x] Confirm the health change/durability change on use is visible in tooltip (down)
• [x] Confirm the the health change/durability change on use is visible in tooltip (up)
• [x] Playerstats recall (AC change on armor)
• [x] Show degraded weapon speed/damage) on tooltip
• [x] Show degraded AC on tooltip
