configure: only link ncurses when ui is enabled. #315

This is a pull request in regards to #314

This wraps the linking flags for ncurse in [test "x$with_irqbalanceui" = "xyes"]. In addition there is a tiny style fix for --with-systemd, it had an extra space in the ./configure output.
