The so-called "CIS - US Dollar" region contains multiple countries, mostly relatively poor countries around the east of Europe. Steam sets the prices for them in US Dollar, but 20%-40% lower than in the USA.
ITAD does not support this region, and it doesn't seem to be on the "Vote for your region" page. Note that it is one of the oldest regions present on Steam. Seems quite important, but perhaps people are not aware of what it actually means enough to vote for it.
I am not sure about the exact list of countries but based on the notices on the Steam store I think it's these:
CIS - U.S. Dollar Notice: Gift purchases for Crusader Kings II can only be added to the gift recipient's library if they are in Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Republic of Moldova, Russian Federation, Tajikistan, Turkmenistan, Ukraine and Uzbekistan.
