I want characters to still do stuff when off screen and not rendered without using a lot of resources

A method to simulate what the NPC's do when they are culled off screen and to cause very little processing overhead. I would also like for the culling to be automated, e.g. if they over 'x' away then they are simulated, if they are within range then they are rendered.
