Add OpenH264 support #4

When you use the add-on to enable WebRTC, and OpenH264 is neither installed nor disabled, the add-on should offer to install it for you.

There should also be a switch to enable/disable OpenH264 in the add-on settings, and this should be reset to the default when you disable or uninstall the add-on.
