Noto Sans returns wrong glyph for the entity “ #215

What steps will reproduce the problem?
1. Put “ in the html on a web page.
2. Open page in browser and examine glyph.
3.

What is the expected output? left quotation mark What do you see instead? Right 
quotation mark (Noto Sans renders same glyph for “ and ”

What version of the product are you using? On what operating system?
Noto Sans downloaded today, Browser is Chrome. OS windows 7.

Please provide any additional information below.
