No symbol for ఴ, U0C34 (Telugu Retroflex approximant)

What steps will reproduce the problem?
1.Type the Retroflex approximant in Telugu
2. The character is shown as a rectangular box, means, the character is not 
given a glyph on Telugu font
3. It takes the default font for the character (Dhurjati or Malladi)

What is the expected output? What do you see instead?

But i see a blank.

What version of the product are you using? On what operating system?
Noto sans Telugu font, on Linux, Ubuntu 14.04, Libre office 4.4 . 

Please provide any additional information below.

U+0C34 is a Unicode 7.0 character, and not in our fonts yet. A future version 
of our Telugu fonts will have it.
