Pretty sure "1" is an invalid phone number in all countries.

The reason for allowing this is to allow for in-house phone number dialing. For example, in a big restaurant, the manager might choose to assign in-house telephones to their respective names. In such situations, employees can be reached by pressing a single digit on their phone (they share the same phone line).
