I believe the intent of your issue has been implemented via the addition of numbered steps in all of our installation documentation.

For example, "Step 12: On Remote Staging - Edit the ".env" File to Change to the Staging Environment", from here

No longer necessary for me, but I do think this can be a nice addition in collaborative development. I'd be interested in knowing if there are any document utilities/compilers or systems that help with this kind of thing?
