Issue description

I will be removing the "forced" Drupal permissions check that executes everytime that the Apache container is restarted in the next ISLE release.

This can cause confusing micro-outages or delays for users with large files directories and worse. Recommend that folks use the /utility-scripts//drupal/fix-permissions.sh manually instead as they need it.
