Fix un-updatable modules #1

The current version of this file locks search_api_solr and facets to early versions that cannot be updated with a simple composer update. This PR brings them to the latest version and hopefully allows them to be updated normally in the future.

@dannylamb this is the issue that was causing so much trouble last week.
