S6 upgrade to latest 3.1.6.2

updated activemq to 5.18.3

upgraded tomcat to 9.0.84

Added FITS

updated Matomo to latest 4.16.0 and added quotes to follow convention

Hi @nigelgbanks

I've just updated a few things and am hoping we can merge when possible. I've tested locally and all services are working ship shape.

I also rebased against main and squashed all commits into one. 😁
