What does this Pull Request do?

Get PR
Create an oral history object with a vtt transcript. Specify the VTT file name as filename_languagecode.vtt (example: transcript_fr.vtt)
Verify that fr is shown as an option in the Closed Caption
Set fr as a default display language, and verify that fr CC gets shown by defualt
