What does this Pull Request do?

What's new?

Toggle Cues button is added to the XML edit form. It will expand or collapse all cues.

How should this be tested?

Get the PR
Test toggling in the ajax form (popup) and in the inline form
Sanity testing for editing xml transcripts

I was able to load and successfully test this enhancement today. It appears to work as prescribed and it does provide functionality we were looking for, specifically the ability to expand all cues in the editor so that it's possible to search for text within. Thanks for the quick work!
