Purpose / why

Because we don't use Karaf any more. See also https://islandora.slack.com/archives/C019U12D44Q/p1715952738914049

What changes were made?

Pulled out Karaf and expanded the Alpaca instructions (mostly pulling directly from its README.md).

I've yet to test it in reality, but i'm happy to merge if nobody else does in the next few days. Thank you @seth-shaw-asu this is an awesome fix. Thanks for providing redirects too!
