User Mode not necessary

Is it really necessary to have a complete "mode" for users? in 99,9% of the 
daily work of a doctor he will NOT add/remove/modify a user.

Normally this is done at the beginning of the software installation, or if a 
new person joins/leaves the practice of the doctor and he/the IT admin adds a 
new user to FMF.

This could be simply done in the preferences, there is already the interface 
for it, it only lacks of handling more than the own user - there should be 
something like the user list, if I have the rights for adding/removing users.

Then the "User" mode could be deleted completely and would give a cleaner user 
interface.
