Drugs plugin: does not use alert plugin #211

I just remark that FreeDiams does not compil the alertplugin. This is a bug 
because drugplugin uses the alert blocking-alert manager for the alerts.

To allow the usage of the AlertPlugin inside FreeDiams we firstly need to 
remove its dependency to the PatientBase plugin (because of the direct access 
of the PatientBar widget)
