I updated some descriptions of flags and removed/added comments.

Thanks very much for this, I will ping @theballaam96 for a quick review (he has some external tools that rely on this file). Does removing the ignore=true for 0x138->0x13A result in spammy output of "unknown" flags to the Lua console?
