A track without a paved surface has a `class=minor` #75

way 274668467 here has proper classification in maptiler vector tiles

way 274668467 is actually here, which the map shows as a track, as expected.

The bridge at the original issue location is actually way 158447687, with a highway=road tag, which the map shows as a minor road, as expected.
