The Twitchlib Client has a method for subscribing to Twitch Resubscription events. This should be implemented and have Lakea run events from this trigger.

Acceptance Criteria:

Lakea can detect resubscription events
Lakea can run events of resubscription events

The work for this was done as part of #267, marking as complete
