Added "Terms and Conditions" and "Privacy Policy" Pages

Hey @Its-Aman-Yadav and @Kalivarapubindusree issue closes #879

Below are the Changes I Implemented -

I Created two separate HTML pages for "Terms and Conditions" and "Privacy Policy" .
I added a NEW COLUMN as name "Legal" to add Legal Pages related to the website (also linked both the pages in it).
I tried my very best to style the two pages similar to the website's color theme so that visually it will look good to see.
I have included a footer at the end and the navbar at the top to both pages for better experience.
Additionally, I have linked these pages "Home" Section of navbar to home page.
