Tracker not working below a certain level (synced) despite ability being available #14

The above trackers I created don't show when synced below lv90. I'm not sure why because the abilities that grant "Swiftscaled" and "Hunter's Instinct" are lv.20 and lv.40 respectively.

I had it linked to a gauge that is only complete at higher level.
